Parameters:	name (string, (never None)) – Name for the NLA Strips start (int in [-inf, inf]) – Start Frame, Start frame for this strip action (`Action`, (never None)) – Action to assign to this strip
Returns:	New NLA Strip
Return type:	`NlaStrip`
